As the chairman of the General Authority of Healthcare Accreditation and Regulation in Egypt, Dr. Ismail leads Egypt’s strategy in adopting and organizing healthcare for all healthcare facilities and workers.

Dr. Ismail has worked for more than 40 years in the healthcare field. With an international career spanning 25 years internationally, he has a plethora of experience in accrediting hospitals, managing healthcare quality, improving performance, and developing human resources for health. His contributions to quality education and training in post-university education are well known.

Dr. Ismail was appointed by the Joint Commission International as General Director of its Middle East branch in March 2009. Over a period of ten years, he led the efforts of the Joint Commission International in the region and achieved tremendous success in increasing the number of accredited institutions from 50 accredited institutions in 2009 to 370 accredited institutions in 2019. During this period, Joint Commission International became the gold standard for accreditation all over the world.

As an assistant professor at the George Mason University School of Health and Human Services, he has taught a variety of quality courses to obtain a degree in Quality and Results Management. Dr. Ismail is also a WHO consultant on accreditation and quality of healthcare.

In 2006, he was chosen as a strategic planning consultant to the Minister of Health of the United Arab Emirates in order to develop a new strategy for the health sector. As a quality consultant, he assisted healthcare facilities in the accreditation process. His experience in these areas extended from the United States of America to the Middle East. For four years, he worked as a quality consultant for the Innova Health System, the largest health system in Northern Virginia.

As a faculty member at Johns Hopkins University and director of the Regional Bureau for Asia/Near East/Europe for the Johns Hopkins Obstetrics and Gynaecology Education Program, he led efforts to implement family planning, reproductive health, and development of USAID-funded human resources projects in 14 countries in the region.

While working with the United States Agency for International Development in Cairo as a director of medical programs, he implemented with the Egyptian government the largest family planning program at the level of Egypt, established the Regional Center for Training in Family Planning and Reproductive Health at Ain Shams University and presented the first national program to improve quality in family planning clinics In Egypt.
